This is a pretty reasonable buff for a 5th level slot. It's a slightly better flight than Fly, a land speed that doesn't matter because you're flying, a strength boost like bull's strength, a magic weapon you might never use, a bunch of situational boosts and resistances from a subtype, and telepathy. It combines a lot of effects you could get from elsewhere in one higher level package, but they doesn't last long enough to be particularly worrisome. It's solid, but not really exciting I think. The different effect on devils is a nice final touch though.
