It seems to be about what a Roguish character at Low-level should be.

You might want to ditch UMD for balance reasons (it by itself may be enough to make someone Fighter or Rogue balance, depending on your opinion of the relevance of items to determining a character's balance point).

Stereotypically, burglars escape carrying large sacks of items; restricting abilities to only work while carrying no more than a light load makes this tragically improbable.

I can't imagine why anyone would design a group to be in a Low-level game. This class has all the trappings of Low-level, and although that's what it's stipulated to be I don't think that excuses what makes Low-level classes crappy. It doesn't excuse dead levels, almost no combat-related abilities, and no legitimate combat options. I have trouble getting excited about this.
