Removing LA, even at high levels, is bad since it leaves characters with mechanical benefits without any drawbacks/cost.

Any sort of level adjustment reduction without a real, permanent cost is bad. Compare a character with the Mineral Warrior template to one without (and they're both frontline tanks). Using this variant, the former is going to have no actual LA if I understand the variant correctly, while having a pretty hefty bonus as far as mechanics are concerned. Furthermore, this variant does nothing regarding guidelines of what a minimum level for a given ability should be, especially if it's one that doesn't appear at a spell level (like most supernatural abilities, and the like).
You can check out my own take on making LA "sane" here. It works regardless of the templates or base creatures used, and assumes that a creature of level X is equivalent to a character of level X without inflating ability scores and the like between the two. First thank you for your critique. Second, I it was never intended to remove LA just reduce it so that it scales with you. As for guidelines for minimum level, they'll be up soon as this is an in progress work and I havent worked all the bugs out. Generally, if a single classed character could not have a particular ability at a certain level then the minimum is the lowest level a character could have it, ie evasion would have a mlv of 2. Many SU abilities are similar to spells and SLAs so find a similar one.

As for the mineral warrior... i would honestly let a character have that template for 2 feats, or 1 in a high game. Seriously, con to hit 1/day, DR8/adamantine, +3 natural armor, plus burrow at 1/2 speed arent that good, and the DR is the strongest part. burrow through what, you dont have earth glide thats an ability that the earth subtype does not grant oh and no way to see where your going, the earth subtype grants nothing. smite any 1/day is what earthstrike is but no way to increase uses and the damage is based off racial HD, and if you could fly now you cant. and now i have gone off on a tangent.

your monster player characters is cool but how do you decide when a creature gains an ability? when you feel its level appropriate perhaps? which means you already have a concept of what the minimum level is. honestly this is a rewrite of savage species atrocious LA rules.
