Fluff justification is largely the placebo effect. Charismatic doctors make you want to get better faster, so you do. Several of the abilities here are basically a doctor looking at you and you feeling better, so that was easy to go with Cha for. Cha is also the attribute now associated with divine magic, the go-to source for insta-healing and condition removal, so there's a minor connection there (even though most divine casters don't get the skill because they already have access to the spell effects).
The metagame justification is not particularly satisfying, at least not to me. It's rather obviously not tied to any particular physical skill, but it's also not really tied to any mental attributes. You can fluff it up pretty much any way you want to, and it can basically fit any of the mental attributes. So it's here because other skills fit more strongly in the various attributes and Cha was a bit lacking, which tied into the previously stated desire to spread the skills around to the various attributes as evenly as possible to get it assigned here. - Tarkisflux Talk 05:17, 27 June 2011 (UTC)
