When the arrow is fired, if it misses, it is suspended in the air halfway to its intended target.

However, if the arrow hits, nature reacts violently to this paradoxical event. Each creature within 20 feet of the target (including the target itself) must succeed on a DC 21 Will save or cease to exist; the target gets a -4 penalty to this save. If a creature ceases to exist, so does its future: nobody can remember what they thought that creature was going to do, and all writings and depictions of future events have the creature erased from them. It's difficult to even think about what that creature might have been going to do: a character who tries to imagine any consequences of the creature not having disappeared must succeed on a DC 15 Will save or give up for a day.
