Unofficial Description: Modification of the Kelpie - a preditory seaweed. It can assume other forms (notably that of a beautiful woman).
Fey Adaptations [3] This version of the kelpie exists primarily in the Feywild. It is so adapted, that magic and abilities that only effect fey affect it (it has picked up the 'Fey' tag descriptor). It has also broadened its shapechange and hypnotic abilities to include all creatures not just humanoids or beasts.
