Wow, that's quite an everything you've got there. Mile per level, day per level cold weather, ok, I can get behind that. It's a level above ''control weather'', so a boost to some with a restriction on the weather I can see. But 8d6 no save damage per round for 14400 rounds per level is no good. And miles wide solid fog on top of it. And exhaustion (ok, maybe I don't care about that part so much). Everything dies and every structure collapses and you get a dead pool of mush where nothing stands waist high at the end. It's just way way too much.
I have to recommend scrapping everything but the duration and range, and then just going with one of the [[SRD:Environment#Cold Dangers]] temp ranges, possibly determined by the climate you cast in. Update the rather poor fatigue rules in the SRD to include exhausting people as well and limit visibility in the spell if you want, but that's about all I think justified.
