The caster clutches their ruby and reshapes the local reality according to their imagination.
Treat the surrounding areas as if it were a demiplane under the control of the caster as create demiplane, with the exception that there is no "Shape" property since it rests inside an already existant plane. The caster can as a full round action alter a property of the affected area. When the spell ends the native planar properties resume effect over the area, but any changes that were made that are compatible with the native planar properties remain in place (such as created structures and ecology).
Creatures within the affected area may make a Will save negate any attempted changes to non-magical items on their person. Creatures within the affected area may make a Reflex save to avoid being directly affected by moving terrain.
Focus: A ruby worth at least 5,000 gp
You can make this spell permanent with the permanency spell, at a cost of 100,000 gp.
