Good for people in danger of being screwed over by poor rolls (which is pretty much anyone who isn't overleveled, I guess). Bad for people who need excellent rolls to do well (like critical-hit-reliant builds... lots of feats, weapons, class features, spells, maneuvers, et cetera do extra things on critical hits — things that builds can be built around).
