Now I'll admit that I think limb loss effects are vastly overrated and overpriced in D&D (since cutting off the limbs of a helpless opponent is pretty easy, and there are many ways for a sorcerer or wizard that knows 7th level spells to get someone helpless.) But if you want it to parallel the 7th level regenerate, shouldn't it require regenerate to restore? Especially since this spell is really hard to pull off. As is, it requires:

A successful melee touch attack.

(Potentially) having to beat SR.

A failed Fort save.

Then you get either a speed reduction or a reduced number of attacks on the target.

And even then they can spend a full round action sticking the removed back on. You get an AoO but you're a sorcerer or wizard; you're probably not great at making those.

And this is supposedly Very High? Seems more like a Moderate or even a Low balance spell.

If you dropped either the touch attack or the Fort save (I'd suggest the latter so it can debuff constructs and undead, both of whom it's pretty appropriate to cut the arms or legs off of) and required regenerate or similar to restore then I could see it working as a strong High or weak Very High balance 7th level spell. It's certainly not putting forcecage out of a job, even keeping in mind the costly material component that spell has. As it's currently written I don't think it's more than a 5th level High spell at best. It's worse in every way than the 6th level power fuse flesh and only better than the 4th level wither limb from the Spell Compendium in that it can affect creatures that aren't humanoids (and that spell disables either all arms or all legs, and is close range instead of touch, and requires dispel magic from a higher level caster instead of a full round action from anyone, so wither limb is better in all other ways.)
