Odd Requirements, Even Racial Scores
Nitpick, typically pre-reqs on feats and things are odd, presumably as a goal for those in the uncomfortable period between +1 bonuses. So this probably should be Dex 13.
That said, holy hell is this strong. Not only is it a much earlier and completely risk free Robilar's Gambit*, king of cheese feats as far as what meleers can obtain, but you automatically hit!
That means if a god somehow missed punching you in the face, you can stab at god.
