This is special. We're going to rate this.
That said, a SoD, especially with an unavoidable massive damage portion, is probably not H. No negative rating because it is a cool spell, but no positive rating either because I cannot remotely see this as fitting within its balance point. |

I think you might have made a small mistake here: 'Those affected take 10 points of divine damage per caster level (maximum 40d6) ' What damage exactly?
