Factors: afflict seed effect converted to fear infliction (shaken) (ad hoc +2 DC), convert shaken to frightened (ad hoc +15 DC), convert frightened to panicked (ad hoc +10 DC), standard action manifesting time (+22 DC), change from target to touch attack (+4 DC), no saving throw allowed (ad hoc +40 DC), +10 manifester level for overcoming power resistance (+20 DC), +20 manifester level for resisting dispel attempts (+40 DC), permanent duration (×5 DC). You touch a single creature and fill its mind with unceasing nightmarish images of such intensity that even the strongest of wills swiftly crumble in its wake. The creature you touch after manifesting this power becomes permanently panicked. No, you did not misread that. The victim of this power will spend the rest of his or her days as a craven coward unless somehow freed from the effect. Only a wish, miracle, or reality revision can easily free a creature from the terrible things you force it to perceive. Greater remove curse, greater dispel magic, or epic dispel magic also will work if they can beat your manifester level with a caster level check. Remove fear can suppress this power for 1 round per caster level if it beats your manifester level with a caster level check. This power has a +10 bonus to manifester level for the purpose of overcoming power resistance and a +20 bonus to manifester level for the purpose of opposing dispel checks.

The process of formulating the ultimate form of fear and holding it in your mind until you have forced it into another being is highly taxing upon your mental faculties and your body. Manifesting this power causes you to take 4 points of Wisdom drain, 4 points of Wisdom burn, 3 points of Charisma drain, 3 points of Charisma burn, 2 points of Intelligence drain, 2 points of Intelligence burn, 1 point of Dexterity burn, 1 point of Dexterity damage, 1 point of Strength damage, and 10d6 backlash damage. It also scares you silly, causing you to be frightened for 10 minutes.

A mindbreaker who successfully manifests this power (overcomes power resistance) gains 20 pain points.
