The mayor was obviously corrupt. They just couldn't find the motive.
A much more discrete version of the Dominate Person spell, this spell takes some time to take effect. The initial portion of this spell imbues an Insidious Suggestion into the target, although it has a duration of up to one day/level, and must be able to be completed in less than an hour. At any point during that duration, after at least one day has passed, the target can be compelled as the spell to complete the task.
Once they do, the domination takes effect. This is as Dominate Person, except it is much more subtle (requiring a Sense Motive check with a DC of 25 to spot) and you cannot concentrate on this spell to gather sensory information. If you are touching the target, you can ignore the Verbal and Somatic components of this spell. If the target has Slippery Mind, they do not roll the secondary save until they have been dominated for one round.
