Nerameshu, Nature's Poisoner, has great power over the Material Plane, and cannot wait until it is back under his control. In the meantime, he can twist the weather to be more to your liking.
This has the same effect as control weather. However, any weather it creates is unnatural-seeming to anyone that is observing it (they can clearly tell it didn't happen naturally, and it doesn't look like a normal weather pattern of its kind, but they can't tell what caused it).
