Rain of Blood
 

A common disturbance of the weather where evil has been, this is much like ordinary rain, except blood rains down instead of water.

Type: Magical [Evil, Water]

Area of Effect: 13-mile radius, centred on evil event (see text) 

Duration: 2d4 hours

Cause: Evil event (see text)

Removal: See text 

Special: 50% chance of extinguishing protected flames, automatically extinguishes unprotected flames

Effects 

Ranged Attack Modifier: -4 
Sensory: Half visibility, -4 penalty on Spot and Search checks 
This weather accompanies many evil events. It has all the penalties of rain, and centres its area on the evil event in question. All creatures under a rain of blood must make a DC 20 Will save or become shaken until they leave the area, and for 1 hour afterward. Creatures that enjoy blood (such as vampires), and evil creatures in general, instead simply feel unusually happy. To end a rain of blood, short of by means of magic, requires the ending of the evil event that caused it.
