I have a couple items here that need addressing. First, giving a +4 to any Ability score for 0 LA is badly unbalancing, even if you have several penalties to other ability scores. I would change it to a +2 and give them something else that's Constitution-related, like +2 Natural Armor bonus, DR/magic, or even a low-level feat like Diehard or Toughness.
Second, it's not a good idea to give a playable creature access to flight before level 5 for game balance reasons. Instead I recommend giving them a bonus to jump checks, or the ability to glide, which could scale with HD until it becomes actual flight at 5 or 6 HD. Another option would be to give the creature an ability like air jump (shameless self-plug here), that provides some limited airborne options that aren't as powerful as flight.

- Alternatively, since this seems to be Kirby, give them flight at 5 HD which can last up to (Con modifier) rounds at a time, with whatever cooldown time in between. With a high enough Con modifier, they could effectively fly by flapping and gliding repeatedly. -- Eiji-kun (talk) 03:27, 27 February 2016 (UTC)
