You summon a short lived blue flame, which explodes and scorches the area. All creatures in the area take 1d6 fire damage per caster level (maximum of 15d6), with a Reflex save allowed for half. Additionally all creatures within or adjacent to the area take 1 fire damage per caster level, with no saves allowed. All creatures who fail their Reflex save catch on fire, taking 3d6 points of fire damage each round until the flames are extinguished
As you cast this spell, you may make a ranged touch attack against one creature in the area. If you hit, that creature is not allowed a Reflex save to reduce damage.
