This spell function as the crushing despair spell, except that the penalty is -4 and creatures who fail their saves are Staggered until the end of the duration. On a successful save, caught creatures simply suffer the effect of crushing despair for 1 round.
At the end of the duration, any creature who failed their initial save must make a secondary save or be afflicted by a permanent crushing despair effect.
