Hollow-point bullets, for which this spell is named are absolutely terrible at penetration, and would have trouble piercing armor. They are also designed with specific intention of not going through the target. A normal bullet used in a crowd could pierce through the target and hit those you don't want to hit, while a hollow point would stop at the target. It does this by being hollow and flattening/expanding on impact dispersing its force over a wider area, reducing penetration. This also has the side-effect of almost certainly killing the target due to effectively having a very very small grenade explode inside of them.

- It's funny because I was just having this conversation. It was a mistake on my part; this is a magic HEAT round, and I thought those were a type of hollow point. You are correct of course. On the other hand I was given a compelling speech to not worry about it because the name is cool and it is technically accurate in that it is a hollow sphere of force full of force blammo energy, even though that's not how hollow points work.
