When you strike with a cauterizing blast, the opponent must make a Fortitude save DC 14 + Charisma, or lose their fast healing or regeneration for 1 round/level.
You may use this on allies, in which case you may choose for your firebolt to deal no damage and simply deliver its effect. The target is automatically stabilized and cures any bleeding damage. You may perform this on yourself as a swift action.
