This is a monster from Liber Diabolica. You might be looking for the kyton (chain devil).
Turning towards the distinct clinking of metal on metal, you see a humanoid figure clothed in nothing but a seemingly endless series of chains standing next to a massive multi-barreled gatling cannon. It’s face is partly concealed, but the eyes that lock onto you are disturbingly familiar, conjuring to your mind images of looking into the eyes of loved ones long gone. There is murderous intent in those eyes, though, as the devil dips its chain into the belt feeder of the gun and opens fire.
Kytons, also known as chain devils, are a rarity in the Hells in that they lack hellfire weapons. In battle, they are wholly dependent on the chains that eternally bind their bodies. Chain devils are representative of those lost and forgotten; their faces are able to change shape to reflect the losses of whoever meets their gaze. In the hierarchy of Baator, they serve as heavy gun crews and, when the occasion calls for it, shock troops.
Combat
Kytons fight primarily in melee, using their long, sweeping chains (with which they automatically have proficiency) to keep enemies beyond arm’s reach. Despite their humanoid size and figure, they are adept at fighting creatures much larger than themselves and commonly join battle when such expertise is required. A kyton is permanently considered in the Coils of Rapture stance, and always encountered under the effects of fly and bull‘s strength.
For the most part, however, chain devils rarely have to man the front. In the baatezu formation they man the rapid-fire guns by using their chains as belt-fed ammunition. They are also quite adept at spreading buffs across allies, epitomizing multiple meanings of the word ‘chain’.
Aura of Cold Logic (Su): A kyton's aura of cold logic deals 6 points of cold damage each turn, operates out to 40 feet, and has a save DC of 17.
Chain Buffer: A kyton that is targeted with a positive magical effect (or a boost) may take an immediate action to pass the effect to an ally within its melee reach, granting both of them its effects. This ability may be chained through multiple kytons.
Dancing Chains (Ex): A kyton excels in using its chains to keep enemies that it threatens in melee from fleeing. The Tumble DC to move through a kyton’s threatened space is equal to 10 + its Challenge Rating + its BAB (both normally 6) for a total of 22.
Spell-Like Abilities: At will - greater teleport. Caster level 6th.
Unnerving Gaze (Su): All creatures see the kyton’s face differently, seeing within it the faces of their deceased friends or relatives. This is weird for obvious reasons, causing those who look upon the kyton to make a Will save (DC 17) or become shaken for the duration of the encounter.
