Curse of the Annoying Speech Impediment

Components:
"V (sometimes)" is not in the list (V, V (Brd only), V (Bard only), S, F, DF, M, M/DF, F/DF, XP, ...) of allowed values for the "Component" property.
Casting time: 1 standard action
Range: Close (25 ft. + 5 ft./2 levels)
Target: One creature
Duration: permanent
Saving Throw: Will negates
Spell Resistance: Yes

You speak some Sylvan words backwards, and your hapless victim can't talk normally.

The target suffers from a dreadful speaking problem. This may force them to speak all their words in backwards order, a severe stutter, a requirement that they must always rhyme, or something else of that nature.

Whatever the precise details of their speaking problem, it gives them a −4 penalty to Diplomacy and Intimidate checks, a −2 penalty to their leadership score, and a 25% chance of failure whenever they attempt to use a magical ability with a verbal component.

The curse bestowed by this spell cannot be dispelled, but it can be removed with a break enchantment, limited wish, miracle, remove curse, or wish spell.
