This apparent human is covered in rags, a wide brimmed hat and blindfold hiding its inhuman serpentine eyes and scaled patchy limbs cloaked by its blood soaked jacket. He has plans for one such as yourself.
Distorted yuan-ti purebloods that have dabbled in forbidden and eldritch blood arts, they can draw blood out from their victims, study it for knowledge, or purify it into more useful functional forms. As such they serve as a sort of healer on the battlefield, though one could call what they do more scavenging. Useful as they are their humanoid appearance earns them little respect by other yuan-ti, and they are instead seen with some concern about the nature of their experiments.
Yuan-ti blood ministers speak common and yuan-ti. They are the same dimensions as a normal human.
The yuan-ti blood minister is not much of a fighter and usually is with escort, but when forced into combat their medical skill suddenly turns to murderous skill as they draw blood and subsequently use it to fuel alchemical item creation.
Alternate Form (Ex): A yuan-ti blood minister has the ability to transform into a tiny or small viper at will as a swift action. A transformed yuan-ti gains the Strength and Dexterity scores of the viper as well as its natural attacks, but retains its own Constitution, mental ability scores, and Hit Dice.
Blood Tap (Ex): The yuan-ti blood minister deals an additional +1 point of damage with any piercing weapon due to their expertise. In addition against any helpless or recently dead (within the last 24 hours) creature they can extract some of the creature's blood, which they can then use in Blood Ministration filling any of their empty vials.
The yuan-ti blood minister can take a standard action to make a touch attack that only deals 1 point of piercing damage, but automatically draws a sample of blood on a successful hit.
Blood Ministration (Su): The yuan-ti blood minister can use blood samples as the raw components to make alchemical compounds and any potion of 50 gp or less. They act as if they possessed Brew Potion for this ability. The average yuan-ti blood minister keeps an array of 6 of these blood-based items in vials at any one time.
Beyond traditional crafting methods they can rapidly transmute blood into alchemy or potions on the fly, but the resulting brew is highly unstable. Converting blood into a potion is a standard action and the resulting item must be used before the end of their next round or it falls apart into useless base components. They may use this rapid ability up to 6/day before they exhaust their chemical stores.
If not converted or used in Blood Taste, stored blood can last up to 1 week before spoiling.
Blood Taste (Su): The yuan-ti blood minister can taste a sample of blood (such as from Blood Tap) as a standard action. They are treated as making a successful minimum knowledge roll to identify the creature's properties, or may divine one of the following: The creature's name, the creature's gender, the creature's race, or a simple description on how the creature died. Multiple samples from the same creature give the same result.
Potion Master (Ex): The yuan-ti blood minister is able to draw and store potions and alchemical objects out as a free action. They do not provoke attacks of opportunity when using a potion on themselves.
