Why yes, I did say you are fighting Fantasy Hitler riding an air elemental via duct tape. Roll for initiative.
It is said that a group of particularly fascist group of bugbears were out to conquer the world, but they wanted to do so in style on fast, flying mounts which would completely confuse the enemy in its shock and awe. It was then that the bugbear artificers developed a duct tape so powerful, they could be used to TAPE THE AIR ITSELF. And so the duct tape of air dominion was born. When an air elemental was grappled and pinned, one could apply the duct tape to their airy "head", "waist", or other largely transparent limbs with a successful grapple check (after they were pinned). On success the elemental would be forced to make a DC 23 Will save or fall under the effects of dominate monster. Unlike normal dominate monster, this tape only functions on air elementals and the duration is permanent. Until cured, the tape sticks to the air elemental, to which the creature can attach the other end to themselves either by holding it, or attaching it to a body slot such as on their back (shoulders) or attached to their belt (waist), taking up the slot as normal.
When connected, the creature can control the air elemental and have him fly all around at the air elemental's fly speed, and make attacks as normal. The elemental must be the creature's size or larger, and the elemental can carry up to 50 lbs per HD with concern to its passenger. The tape remains attached until the domination is broken through break enchantment or higher.
Tape is one-use only. When removed, the tape is no longer sticky and is useless. The tape radiates a faint aura of evil, no doubt due to its fascist creation.
Prerequisites: Craft Wondrous Item, dominate monster, must be a fascist.
Cost to Create: 5000 gp, 400 EXP, 10 days.
