This constantly billowing cape ruffles in an unseen breeze. With a flourish, it releases a huge blast of wind.
Those who wear this cloak are unaffected by strong wind effects, rendering them immune to being checked, blown away, and allowing them to make ranged attacks unimpeded.
In addition the cloak comes with 4 charges which refresh each day. With a standard action, you can produce the following effects.
- 1 charge: Release a blast of strong force winds in a 100 ft cone, which lasts for 4 rounds.
- 2 charges: Release a blast of severe force winds in a 80 ft cone, which lasts for 3 rounds.
- 3 charges: Release a blast of windstorm force winds in a 60 ft cone, which lasts for 2 rounds.
- 4 charges: Release a blast of hurricane force winds in a 40 ft cone, which lasts for 1 round.
Prerequisites: Craft Wondrous Item, control winds.
