One target within Close range (25 ft. + 5 ft./2 levels) must make a Fort save or take 1d8/2 level points of fire damage. A successful Fort halves the damage. If the target fails the fort Save they make then make a Will save or take 1d4/5 levels in fire based Intelligence damage. If the fire damage is negated completely (e.g. Energy resist to cover all damage, or immunity) treat as an auto-passed Will save.
