This powerful and impressive spell summons a massive storm, complete with driving winds and pouring rainfall. Rain accumulates in the area of effect, extinguishing all flames (even those magical in origin if they have a lower caster level than yours) and negating the activation of any fire effects that would normally be quenched.

Driving rain and wind hinder the movement and vision of those inside the storm. Creatures more than 30 feet away gain the benefits of concealment, and all creatures have their movement speeds cut in half. Any creature with a Strength score less than 10 + your caster level is also unable to fly in this storm.

Rain falls at a rate of one foot per hour in a 1 mile radius around the caster, but due to ground saturation and dispersion of water, only half of that builds up within that area. Because of this buildup, creatures of a certain size are forced to swim (following all normal rules for swimming and breathing underwater) after a proportional number of hours, as shown on the table below.

Creatures that are Large or larger don't have to worry about being put underwater by this spell, but still have to contend with all of the spell's other effects. Once submerged, the creature no longer has their vision and movement speed hindered by the rain and wind.

Enclosed spaces (such as tunnels) flood four times as quickly as open land, and if the rain fills the entire space, it is possible to completely submerge any creature large enough to fit inside the tunnel, even if their size is not included in the above table.

Water flows outward from the initial area of effect, covering 5 extra feet past the normal area of effect per minute (out to 300 feet per hour). Any space covered by this water accumulation is treated as difficult terrain until the end of the spell.
