The time travelling wizard Welz brought back several mysterious spells from the future. A popular one among bards, it is notable that the verbal components to this spell are insults.
Creatures that fail their save take 1d4 points of damage per 2 levels (maximum 6d4 at 12th) as their honor is impeached, and a -4 penalty to the next attack roll made by the creature for 1 round.
