You alter the local gravity for a creature to light gravity or heavy gravity, applying penalties as appropriate. On a successful save, the duration of the effect is reduced to 1 round (or negated, if it would only last 1 round anyway).
If cast in a spell slot one step higher, the spell duration changes to 1 minute/level. If cast two steps higher, it becomes 1 hour/level.
If cast in a spell slot two steps higher, it becomes Mass Alter Gravity, and affects up to one target per caster level, as long as they are all within 15 ft of each other.
