The politician opened his mouth to speak his lies, but only bees spilled forth. Thousands of them.
This spell has two functions depending on if it is cast on an opponent or an ally.
If cast on an ally, the creature may speak as part of casting to summon a swarm whose CR is equal to the caster level -5 or less (minimum CR 1). They may control said swarm, directing them to hold in a particular area or to pursue a particular creature. The swarm will obey until you give it a new command as a move action. You may only have one swarm out at a time, but if the swarm dies while this spell is in effect you may summon a new swarm as a standard action.
If cast on an opponent, they gain a Will save to negate. If successful, the target is unable to speak without summoning a swarm (as above) as insects fly out of their mouth. This swarm is hostile to the speaker and will pursue them. They will harm any other creatures in the area, including yourself and your allies, but otherwise will not pursue any other creature. Due to the swarming creatures escaping from the creature's mouth, the creature suffers a 20% failure chance on any verbal components or speaking. Once per round each time they speak, they heal their pursuing swarm 5 hp, or summon a new one if the previous swarm was destroyed.
Repel vermin automatically dispels this effect on a creature, and this spell can counter repel vermin.
Material Component: A dried sample of the swarm to be summoned, which is ingested.
